So is this the weight in to make sure they are at the right weight. I think it's cool how they are showing folks the behind the scenes.

Yes, that is the official weigh in. Each dog has a set weight as set by the trainer and in order to race each dog must be within 2 pounds, up or down, of that set weight. The dog is scratched is he/she is more than 2 pounds over or under the set weight.
You see the trainers taking the dogs in to get weighed and that is the last contact they have with the dogs till after the race. The dogs are under the care and supervision of the state and held in crates in what is called the ginny pit.

So if they get scratched, does the dog stay in the back til the kennel is finished racing all it's dogs?

I think the dog goes back to his kennel since there is no reason to keep him in the ginny pit.
